Hijet cooling system

Recently purchased a battered old hi-jet. On the cooling overflow tank there is a rubber hose which enters at the top (comes from near thermostat housing on engine)From the top of the overflow tank another rubber hose (about 5 inches long)comes off and goes nowhere.Does anyone know if this hose should go somewhere (having been cut off for some reason)? as there doesn't seem to be any point topping up at the overflow tank as it only appears to take water out of the system with no means of re-circulating.Any help would be most welcome.

The expantion tank is only there to give the extra water somewhere to go when the system heats up & the water in it, well, expandes. The extra pipe to nowhere will just be an overflow pipe, for if you overfil the expantion tank. Also the engine were to overheat, this is where the steam would most likely come belching out.
