Given that the wipers and the lights are on separate stalks I doubt you have two faulty stalks. You say you've checked fuses under the bonnet but have you checked the fuses in the car? Do any of the wiper functions work i.e intermittent/fast slow rear wiper etc? Do any of the lights work i.e. side lights/dipped beam/full beam/flash?
