Rear Brakes

My van has failed the MOT on little or no rear brakes. I've replaced both wheel cylinders as one was seized (o/s) I've also stripped and rebuilt the Compensator valve.
My problem is after bleeding I still can't get the o/s brake to work. N/S is now fine.
It looks like the N/S feeds straight from the O/S so would this count out air in the system seeing as the N/S works?

Bleed again. The order must be ---- longest run down to shortest run. Measurement is the distance from the master cylinder.
If that fails connect tube/container to each rear cylinder. Open both nipples and pump the peddle until fluid appears at each. Close nipples. Then bleed longest to shortest etc.

Also check that the handbrake is adjusted. This will effect the shoe to drum distances.
