First,

Using a volt meter check that they are all getting a 12volt supply when the light is on, you should have 12volts for a min of 10 sec (80 max) depending on water temp.

Second. Disconnect them all. Then put the volt meter in the resistance test (the beep one) Check the resistance between the head of the plug (where the rail bolts to) and the engine (or the body of the plug) The resistance should be next to nothing (0.1ohm spec) and the meter should beep saying there is a circuit.
If the meter reads open circuit then that plug is duff. Also if the meter reads a high ohmage it is duff.
