if you have a bullbar with grills across the lights then that is more than likely the problem. I had the same problem and tried fitting better bulbs and it made no difference and i was looking at new type headlamps but i had to remove my bullbar to get it powder coated and the headlamps were so much better that if it wasn't for the wife (needing it to help her aim the car at gaps in traffic )i wouldn't have put it back on.
