Your Cam pulley timing mark is exactly at 15mins past.
There should be a drilled dot on the outer rim of the vernier, just where the teeth start. There is a vee pointer on the rim of the cam casing.
The bottom sprocket also has a drilled dot, the vee mark on the casing is around the 20-22mins past.
When the bottom marks are lined up correct the timing mark on the clutch plate in the gearbox timing window should also line up.
Most quality belts have line marks on them to help line up.
