Bio Fuels and Taxation

Forum:

With the current debate about bio fuels and the cost savings made, the Government are quietly suggesting that the current exemptions be removed, and tax levied on home produced bio fuels.

Presently; in the UK we are allowed to use 2500 litres of bio fuel, produced at home, tax free; this is dependant upon certain conditions. Conditions are that the fuel is used for private use only, and that it is not used in connection with any business use, or for hire or reward.

Debate centres around the fact that bio fuel is to be introduced at a level of 5% in the UK, and all diesel sold at the pumps will contain 5% bio fuel. Privatly produced fuel is gaining popularity, many people are abusing the system by using it in a variety of vehicles, taxis being a more popular one of these users. Due to this the treasury are losing revenue from higher users of fuel, and want this money back.

It is the intention of the treasury to tax these home produced fuels at a higher rate to make it cheaper to fill up at the diesel pump at your local garage. This way they retain the revenue and have to spend less in enforcement, a win-win situation for them.

This is proposed to be introduced at the same time as it becomes compulsory to provide all bio fuels at 5% at the pumps.

This doesn't surprise me at

This doesn't surprise me at all - it's another example of the gov't being more interested in revenue than CO2 emissions (especially if one is using waste veg oil).

At least they cannot detect this from dipping your tank (50/50 mix), however the smell gives it away! Smile

Detection

Yes they can detect this, even down to which brand is used with a lab analysis.

Currently; they have a range of tests available for use at the roadside, and many more under development. Gone are the days when they used to dip your tank and see if the diesel is red with a visual test, things are much more complex now.

Most people are not aware that for example, most red diesel contains a stain which stains the injection components for up to 60,000 miles after it was last used. Differing stains are used for major users of red diesel, so not only can they say which user the fuel came from, but also which site it came from.
No more than a swab is necessary, from a fuel pipe for example, this is easily achieveable at the roadside, particularly with the roadside labs now introduced.

As someone who works

As someone who works alongside HM Revinue & Customs, and on occasion VOSA vehicle inspection teams, I have to concure with assassin on this one with much strongness.

Any veiws expresed in this thread by me are purely from my own experience, and (sometimes) falible memory. Hope my comments help, but please don't take them as gospel.

You say that "Gone are the days when they used to dip your tank and see if the diesel is red with a visual test, things are much more complex now."
Well, not in Cumbria they're not - I was dipped last week at the sheep auctions. Very high tech it was too; a clear plastic squeezy bottle and a length of hose. Squeeze the bottle, suck up the fuel, look at the colour and then squeeze it back into the tank. Simple!

Reply - Gone Are The Days

Testing is in response to the type of problems in an area, having checked the published data, the main problem in that area generally is the use of red diesel.

Mobile laboratories are currently engaged on other duties in other parts of the country in response to their particular problems. At this present time the problems are mainly the filtering of the red diesel to make it appear white, and the wholesale theft of red diesel to fulfil this market demand. Police are also involved in this investigation due to the wholesale theft element.

This diesel is sold on cheaply to a number of unsuspecting people, and their priority is to close this operation down, and catch the ringleaders.

These particular problems seem to be prevelant in the West Midlands, and the Home Counties, so thats where they are.

co2 BIO fUEL

Is'nt that typical of the UK Government, tax everything that is bad for the environment and everything that is supposed to be good for the environment.

I don't believe the theory of global warming an co2 emissions for one moment and I think that it is an excuse for placing tax on everything, good or bad which they can blame on this they can blame on this theory.

Today the Government has increased tax on landfill, an extra £15 per UK household will be levied with the Council Tax. The next thing will be the amount of co2 we expell in our breath. It's about time that world leaders changed the cracked record and played some new excuse to tax us to the quick. (Living in France but paying tax to the UK unfortunately)

nice thought, but sorry to say fundamentally flawed! That is to say, "been there, done that!"
Taxation etc can be a very grey area; we have rising prices, rising local taxes, bloody bureaucracy, etc, etc.
Yes it's time UK Gov got its arse in gear & did something positive other than applying yet another tax on yet another section of the community. Yes they're a bunch of f**king hypocrites, but it's not always the incomers that are the problem.Okay that's another debate for another forum, but I'm in the same position here & life, as many people I know here are finding, is not a lot cheaper elsewhere on the continent (except maybe Bulgaria, Poland etc) but then why are they all coming to UK? cos there's next to f**k all money to be had in their own countries.
Bottom line, let's be careful where we lay the blame; it's Gov. & its many depts, & producers & not those trying to earn a living...I speak from experience, so please, let's not play the race card every time.

Just for a moment I thought this particular thread was to discuss bio fuels etc., but it appears that it has gone the way of most "debates" about the cost of living in the UK & become a rant about "Johnny Foreigner".
There's been, for instance, a Polish community in Nottingham since the 50's, but apparently, it's not until recntly that people have started to notice the influx of others into the UK.
No-one is making accusations about being racist; I'm saying let's not use "race" as the reasoning behind the argument. I lived in UK for 38 years before deciding to leave; I saw how things were. I left because my clients were having things made in China instead of coming to me; does this mean that I blame the Chinese for me leaving UK? Of course not, I'm not that naive.
Somebody mentioned above that people want to save a bit of money so they use veg oil; by the same token, people use the cheapest workers, presumably to get more for their money. This is entirely understandable, but not necessarily the fault of the Polish or others like them.
If you are dissatisfied with things as they are, speak to those that can possibly make a difference; but that's not the Polish plumber that lives round the corner who charges 5 quid an hour less, OK?
If you want to make a difference, vote with your feet, or try passive resistance, ie organise something to bring it to peoples' attention, write to those who laughingly call themselves MP's, make some noise about it. They tried it a few years ago, but the biggest problem was apathy & keeping people motivated, that's why things go no further; this& the fact that Government will do what the f**k it likes if given the opportunity during its time in office.
Maybe some immigration controls would be welcome, but is that what ews proposed this thread should be about? I for one dont remember seeing that in his PM.

Family Allowance

Just to add my twopenneth worth, last year the UK paid £28million to Poland alone in family allowance, these people have not even been to the UK.

Oh yipee!!

The only reason people mainly use these fuels is to try and save a bit of cash cos lots of people are finding it harder and harder to run a vehicle, especially with the collossal jump in road tax, mot's and fuel at the pumps, all these things are going up far to fast far to quickly above average joe bloggs wages - this british government sucks, why tax something thats actually good for the environment??? hippocritical glutanous pigs the whole lot of them, if they just stopped wasting money on immagrants and such then they would not have the money worries that they have, over spend here, over spend there, i bet they all have lovely retirement plans!

Bio Fuels

HEAR HEAR, I couldn't agree more. The MP'S have the best pension scheme around, selected by themselves and of course accepted by them all. 15 years service, retire or get elected out and bang in comes half pay pension for life, or so I understand. Pigs at the trough!!!!

The Country is on the brink of a huge recession that will hit all the working men and women yet they continue to waste money, as you say on immigration, but can we afford the Olympics, more stadiums, why not use those we have, Wembley or the Mellenium Stadium and make do. No we will have to better all those that went before and then afford it later.

Having left the uk, but still forced to pay tax to them on my pension, I now see the UK and in particular England and a brilliant shop window with buggr all but debt and taxation on the shelves. It comes to something when we are left with no Car industry and yet the Country that we gave the old Morris Oxford production line to, India, now runs Jag and Land Rover, disgusting!!!

Serious Bio Fuels

If the Government are so concerned with the environment, then why are the bio fuel boys not submitting the paperwork for the huge grants available. Surely this environmentally friendly fuel is within the parameters of environmentally friendly.

Used cooking oil is difficult, and expensive to get rid of, the most efficient method of disposal, and most environmentally method is burning in engines.

Used cooking fat boys, apply for a grant!

Cooking oil is produced from vegetation, according to the Government the growing of vegetation eats up the emissions produced.

Used cooking fat boys apply for a second grant!
Vegetable oil boys apply for a grant!

If you like a certain type of music, apply for an Eddy Grant.

Me, i am going to produce a fa-t powered vehicle, my other half claims i can produce enough methane to power a small fleet, aided by the fact i like raw brussel sprouts.

If i run short of methane i have a back up strategy, this is to insert a pipe in the roof of the houses of parliment, with the amount of bullshit spoken in there, i should have an unlimited supply of fuel.

What grants are available

What grants are available (criteria?), and how does one apply for them?
