Just got the rear plastic wheel arch covers off and found serious rust on periphery of rear arches. Plastic covers mainly held by 2 large spring clips. Question is do i need to cut this out and weld new in or can i just cut it back and waxoyl it or repair with fibreglass (which I have already got ).

Its not necessarily an mot failure to have rust round the arches, what will be failed on is sharp scratchy edges, making them pedestrian freindly ( even though its a 2 ton solid truck and would hurt no matter what part hit you lol) so its up to you, would you like welded in replacement metal which will probably open a can of worms cos I bet a lot of body has to be cut away for a solid platform to be found, or go for the slap it on fiberglass cover up, then replace the arch covers after with self tappers or rivets, it may also come down to how fussy your mot guy is, but like I say, as long as its solid somehow it should not fail.

I will try fibreglass while i am doing some other similar work and my glassing table is set up and everything is in a mess.
I am tempted by the mould idea, especially if the profile on the LWB under the plastic covers is the same as the metal arch on my SWB so I can take the mould from it.

You can do either as the bodywork is a body on chassis design and the bodywork is not structural. If it has sharp or protruding edges it will be an MOT failure, or maybe a problem if you are subject to a roadside spot check.
If you have the ability to make a mould you can form glassfibre arches with the flare already in, this would remove any rust traps.
