Could be several things,
Could be several things, start with checking the position of your control knob, is it working when you change position from low heater output to the top vents such as putting it into defrost mode. If turning this knob dues nothing suspect a broken control cable and the internal flaps controlling the air direction are not moving.
Check the pipework, plastic pipes should connect to all the heater outlets, its not uncommon for some to be removed or blanked off. Check the outlets themselves for obstructions, many have been bunged up for many reasons.
My thoughts are.......

Think they are just plumbed that way. Every 4trak and Sporti I've ever had has been like it.
