From another photo i have seen of the hose setup, This looks to me like a ECU controlled valve, that allows the dump valve to go off during auto gearchanges, quite clever as on automatics the dump valve would not go between gear changes because your foot is held down on throttle (no vacuum to pull the dump valve open)
