hi im new here but i have had my tdlse 96 model about five years now .problem i have is on the pump there is water operated device which apears to either push out a plunger which rotates a lever on the pump this however never moves position but i can move the lever freely question is .should the lever be fully back when cold or forward any help would be grately apprieciated as i seam to be high on fuel consumption

The water operated device is a wax stat. When cold it should be pulled back which lifts the revs and advances the timing. When hot the wax expands and the lever moves forward to drop the revs and timing to normal idle position. I wouldn't bother replacing it because it can be a bugger of a job to do and expensive.
