97 Hijet wiring issue

Alright, I've just joined and I need some advice if anyone has any. I bought a non running '97 Hijet about two months ago, I knew it had wiring problems. Well turns out it had a bad ground wire and used all the body grounds it could to get ground and run, well needless to say it didn't run long. Thats when I got it, I found the ground wire and fixed that.

Now I've got part of a wiring diagram, and have used it, I've got everything working good now except two issues and heres what they are.

In the fuse panel there is a fuse labeled E/G as soon as you turn the key onto run it pops, dead short, easy enough, tracked it down and it appers to be a fused ground circuit, as all the wires on one side are grounds, the other side of the fuse runs thru the fuse panel and goes back into the harness which I've pulled apart and it is supposed to get hot with the key, its working right. That made me think the fuse panel was bad, it checked out fine. I know everything is plugged up right at this point because the wires are the same going in as what comes out.

Now the other issue. (I'm sure they are related) but I'm not getting any power to the coils, which I'm tracking at the moment.

Does anyone have any ideas as to where I should go to next?

I'm an ASE Master Tech, so wiring isn't to bad for me, its hard working on something without much to go by.
