Blown headgasket or worse on 2000 Nippa?

I have a 2000 Nippa which has been experiencing overheating problems (cooler fan comes on very quickly even when weather is cold).
It also suffers from a screeching noise probably from the alternator when the lights are on and anything else electrical is going. I have just put a new battery on and it has made little difference.
I have just checked and the dreaded emulsion like substance is around the top of the dipstick and oil filler cap.
The car has done 50,000 miles and until now been trouble free, does not seem to be leaking or using a lot of oil.
Is this a known problem on the 850 Daihatsu engine and if so any suggestions on the most cost effective way of fixing it.
I live near Southend in Essex if anyone knows a reasonable garage that can sort this out.

Check other related issues.

Sounds like the fan belt which drives the water pump could be too slack. Tighten the belt to specification.

Next .... flush the radiator and engine block - blocked radiator halts coolant flow.
Next .... check for faulty water pump - seized pump and no coolant flow.
Next .... the thermostat could be stuck in a closed position - no coolant flow.
Next .... get the garage to do a compression test.

If coolant is not disappearing from the expansion tank is unlikely to be the head gasket.

Thanks for your advice, it is a long time since I had to work on an engine and that was air cooled motorcycle engines!
I thought that with water cooled engines the white emulsion round filler caps usually meant water was getting into the oil.
The water and oil levels don't seem to go down but the oil does not look very clean when you check the dipstick even though I changed it last year (about 3000 miles ago).
The car does a lot of short journeys which don't help I realise.
The cooling fan seems to do the trick and bring the temparature gauge down and it never goes into the red. The concern is that even on a winter day the fan comes if the car is stationary within ten minutes or less.
Apparently the Nippa is a rebadged Daihatsu Domino, any idea where I can get a workshop manual so I can do the work on it.Can't seem to find one for the Perodua Nippa.

lots of short journeys can

lots of short journeys can lead to mayonnaise at your filler cap, i had it on an old fiesta. you will notice loss of power, lots of steam coming out of your exhaust, and loss of water and overheating constantly with a head gasket failure.

Not getting those symptoms, in fact it is running very well (tempting fate I know) so hopefully it is just the short journeys.
