The steering wheel is very shakey but the lower linkage seems sound. Is there a bearing or something about 8 inches down from the steering wheel?

Shaky Steering
What car is it. Shaking in the steering can be cause by inbalanced wheels but without knowing the vehicle it is difficult to know what might be wrong.

many things
Depending on the fourtrak it can be many things ranging from the prop shaft to track rod ends to bulges in tyres - a common one, when does it shake??
Full of ideas but no time to do them!!

Wheel balance.
Probably wheels need balancing.
Try changing wheel around - front to rear. Run again and see if the shake is less/more/same. If same further checks needed. If less/more get the wheels balanced.
By shacky, do you mean there
By shacky, do you mean there is a lot of play in the stearing? Ie you turn the wheel quite a bit without the front wheels moving? If so then there is some play to be expected in a vehicle with as many linkages in the stearing as a Fourtrak / Sportrak. I'm assuming your car one of these? On both there is a universal joint just befor the likage goes out through the bulkhead. There is also a rubber joint where the linkage meets the stearing box. A warne box may also couse loosnes. You say the lower linkages seem tight? Did you try jacking one front wheel, and turning it by hand? This could show loosness which would be unnoticed with both wheels on the ground. Also have a ggod go at levering all the ball joints with a cro-bar. Again this could show up any slack Alise's.
