I think restricted driving, as on the continent, for the first two years should be introduced coupled with lower powered cars BHP wise until 21 or 3 years experience and then an increase upto 25 years old.

Unfortunately i disagree, this would only apply too honest drivers, a large proportion of young drivers would find many ways to tune their vehicles, or bypass the restriction system which would inevitably be electronic. Aftermarket tuners would make these switchable, and no doubt sell countless kits to young or inexperienced drivers.
Other problems are the so called joyriders who ought to be shot on sight, they would simply steal cars of a far higher power and do pretty much as they do now, with many of these being very young, this could be an incentive to lull many underage drivers into thinking they can drive. Although a contentious issue, i must admit that something has to be done; but what? either way it seems were as hung as we are drawn.

Not sure about the drivers age range, but it went some thing like this- After passing driving test a provisional plate must be shown (P), for a set period. Vehicle must be under a certain engine CC. Not modified in any way, police have powers to take a suspect vehicle to a testing station to check this out. Confiscation of vehicle is possible.

A very difficult subject, but I agree that joyriders should be shot on site, and as most are male, hung by their testicles, or the other way round. I was young once,thought I was brilliant at driving, till I almost wrote off my Escort estate, a rude awaking, (driving to fast, no third party involed, just a hole in one of our field hedges , and a few slaps around the head from my dad, with a lecture),then I bought a MK1 Land Rover and a ex army driving instructor took me in hand, from whome I learnt a lot. I am in my 50's now and I must admit that many young drivers frighten me with their attitude to driving, full of passengers, sound systems on max volume, and very arrogant. Insurance costs do not seem to worry them, or are they not on there own insurance ,but are additions to their parents insurance as second drivers ,ect.

Was in my local garage today, motor factors and a motor sport/ go faster outfit, and the manager was telling me trade was good, re handling and go faster equipment, and in disscusing this, he said that due to the age and the mental capacity of some customers re sales/modifications, their ought to be some method of informing the insurers directly of the modifications carried out to customers cars, as he felt that many of the young drivers were incapable of driving/handling a modified car, and that they did not inform the insurers of the mods. And the younger the customer the more likley the cost was paid by credit card, not debit card, so costs did not come into the equation.

Well it must be a good idea! just look at the shocking standards of driving in this country (uk), and not only by younger drivers, half of the people on the roads should have to re-sit a test at least every 5 years.
cars and speed don't kill people but pure shocking drivers DO!!!

i must admit to charging around the place in my 1300cc escort mark 11 when i was a lot younger never had an accident but saw hundreds etc if it could be enforced its a great idea and thats where the problem lies enforcement. its not as simple as to restrict the licenses of younger drivers because there will always be a way around it (hellfire just look at the shops by the local schools at kicking out time iam sure all those kids buying those fags are 18+ yeah right course they are)but how to do so? i havn't a clue, smart cards slots for our licenses? only will work if your honest, limit the engine size? same answer, don,t let 'em out at night? ditto it won't work.

make the test harder!!! make it so hard that you have to work for it!!

i passed my test at 17 first time, 2 lessons no joke, how? cos i was a little cocky sod, i passed my HGV and PSV tests first time one week training on each, how? am i some sort of smart arse who doesn't need lessons? no, because in all cases the tests where too easy, no motorway driving, no night driving, damn, nothing over 25 mph in a car down in london, simple, no knowledge on how a car works, no hazard course etc i could go on, the point is new drivers and we were all there once need training not just to pass their test but afterwards as well the test should be the first step only.

as for joyriders, dont me started on them, and stop glamourising them on tv

oh yeah i read somewhere that we will be allowed to use tha hard shoulder on some motorways to ease overcrowding (note to self pack suicide pills if going down m6)

Yes, I accept that a lot of young drivers would find ways round restricted power electronicly tuning their underpowered cars. In France they have to show an A plate on the car and must keep 10 KPH below the speed in force where they are driving. This applies for the first 2 years. If caught exceeding these terms then they are fined on the spot and can be forced to retake the test. The Police in France are less obvious and much less geared toward the motorist and his misdemeanors than those in the UK so I feel sure that Younger drivers would be caught more frequently than at present.

I agree entirely with your comments on JOYRIDERS who seem to be glorified by some programs on UK TV and seen as cult heroes by their groups. They are thieves and the pits and should be dealt with severly and regardless of age. But are they? I know some UK Police Officers who say that these yobs are back out on the streets before the arresting officers have completed the paper work related to the arrest and offence. Then some Pshycologist or Pshyco-analyst ( excuse spelling)comes along and blames some unrelated event in the childs upbringing and the swine is let off and told not to do it again. What deterrent is that? None as he is out doing the same later that day and laughing at the law who are powerless due to Political Correctness.

Although there will always be those that flaunt the law, we can not sit by and do nothing. I believe that there are those in society who will never "tow the line" and for those, pre age training will be sneered at, however,there are others who will benefit. I have mixed views but feel strongly that something has to be done and done now.

We also need in the UK to enforce lane diciline in all drivers. The roads would be less congested and frustrating and I'm sure, flow freer if everyone moved back to the inside lane after overtaking instead of hogging the middle lane or insome cases lanes. They are a real nightmare and when you drive the motorways and find the nearside lane empty and some burke in lane 2 doing 60mph or less and you have to move to lane 3 to pass "it". I heard that the law was going to enforce more strictly this rule but on every trip to the UK I make the situation seems worse. 4 lanes, these idiots use 2 and 3 and even lane 4...3 lanes lanes and lane 2 is used whilst lane 1 is empty...why? PURE MADNESS.

Half of us have been young male drivers once.

Think back to when you first got a driving licence. Weren't you a young buck fuelled by testosterone and thinking you were invincible? I certainly thought so riding around on a 750 Norton.

Even if you came off, you bounced, bones flexed and the bruises didn't hurt for long (can't say that now 35 years on ! )

The problem is that there are now twice as many people on the planet since then and all of them seem to be driving cars in the UK. As a consequence, the freedoms we used to have are severely curtailed, but young men are still the same. To quote Germaine Greer, "men need security; I suggest a maximum security jail". Women with a less polarised view know that a little testosterone makes the world an exciting place, providing the guys listen when they are getting too out of order.

Yes, training can be helpful. It can identify traffic situations that may fool the inexperienced. I think it should be offered in the spirit of advice which, hopefully will sink in to some heads.

Unfortunately dim idiots will never take advice, so will have to learn the hard way. Inevitably this may involve people getting hurt.

Here comes the nub of the problem. The motor car is a great freedom, now essential to modern life. I am minded to quote Kipling, The secret of the machines

.... but remember please the laws by which we live,
We cannot comprehend a lie,
We can neither pity nor forgive,
If you make a mistake in handling us,
You Die.

The legislators in their cotton wool, risk-assessed ivory towers will insist that motoring is safe, if we all follow all the rules. Since real life people don't, then there will be some casualties, but the overall benefit to society is to the better, despite 3500 people being killed on the roads. (I wonder how many people were killed in riding accidents, say in 1880, and scale this up by the increase in population and distances travelled today Unknw )

In conclusion, I think that training will be useful, but should not be regarded as the means to the impossible end of zero road casualties.
