Definately sound like a sensor. I know in the past on some cars something like the MAF (Mass Air Flow) sensor can cause this, where it reports back to the ECU that there isn't enough cool air getting to the engine so the ECU compensates with more fuel to try and sort the issue out. I know this happened to me once on my first Suabru Impreza, where stopped at lights the rev counter would hunt up and down.
Have you tried a ECU reset? I.e take the negative cable off the battery for a few minutes and put back on?

I would simply go with the ECU reset first. As described you need to take the negative connector off the car battery for a minute or so, and re-connect and see what happens. As for the MAF/air sensor on the car I have no idea. Sorry.
