Hi,
That does seem a little on the low side. If you take a petrol cost of about 82p a litre that means your getting just over 22 miles per gallon. I get about 24, maybe as low as 23, driving 8 miles to Wembley in rush hour, but average about 28/29 mpg on good roads or motorway. Can get over 30 if careful on M'ways!! What sort of driving do you do, is it busy roads?

I get anywhere between 18 mpg (off road) to 27 (easy on motorways).
On average (with the help of a spreadsheet) I've got 21.7 mpg over 2500 miles since 31 August.
That's included 3 off road days binding brakes when I got it and a seized front weel hub.
Just commuting to work & back on B roads over the last week I got 24 mpg

Yeah, sounds about right then, altho I should be possible to get a bit more. Mine does tend to get one or two MPG better after a good full service. Also check things like the front hubs are unlocked.
